Preheat the oven to 350°F (180°C) and line a muffin tin with paper liners.
In a large bowl, whisk together the flour, baking powder, and salt.
In another bowl, beat the eggs with the granulated sugar and vanilla sugar until light and fluffy.
Add the oil, milk, and grated apple, then mix until smooth.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Gently fold in the chocolate chips.
Fill the muffin liners about three-quarters full to allow room for rising.
Bake the muffins for 20-25 minutes, or until golden brown and a toothpick inserted into the center comes out clean.
Let the muffins cool in the tin for 10 minutes, then transfer them to a wire rack to cool completely.
Before serving, dust with powdered sugar and garnish with chocolate shavings or apple slices.
