In a large bowl, combine the ground beef, tapioca flour, minced garlic, egg white, salt, and pepper. Knead thoroughly until you have a smooth mixture.
Shape the meat mixture into small balls and set them aside.
Bring water to a boil in a large pot, and add the beef broth. Season with ginger, salt, pepper, and soy sauce.
Gently place the meatballs into the boiling broth and cook for 10-15 minutes, or until the meatballs float to the surface.
Serve the Bakso hot, garnished with fresh green onions. Offer cooked noodles or rice as a side.
