Thoroughly rinse the jasmine rice in cold water until the water runs clear. This helps remove excess starch, resulting in fluffier rice.
In a medium saucepan, bring the water to a boil with a pinch of salt, then add the rice. Cover and cook over low heat for 12-15 minutes, or until the rice is fully cooked.
While the rice is cooking, mince the garlic and chop the fresh basil. Grate the Parmesan cheese.
In a skillet, heat the olive oil over medium heat, then add the garlic. Sauté for 1-2 minutes, until fragrant.
Add the cooked rice to the skillet and fry over medium heat for 5 minutes, stirring constantly, until lightly golden brown.
Stir in the chopped basil and freshly grated Parmesan cheese, mixing well to distribute the flavors.
Season with salt and pepper to taste, and serve hot.
