Slice the beef into thin steak pieces. Season with salt, pepper, and ground cumin. Drizzle with lime juice and let it marinate for 15-20 minutes.
Slice the onions into thin rings, and mince the garlic.
In a large skillet, heat the olive oil over medium-high heat. Sear the steak slices for 2-3 minutes per side, until nicely browned. Remove from the skillet and set aside.
In the same skillet, sauté the onion rings over medium heat until golden brown. Add the minced garlic and sauté for another minute.
Pour the soy sauce and water into the skillet, and bring to a simmer. Return the steak slices to the skillet and cook for 5 minutes, allowing the flavors to meld.
To serve, place the steak slices on a plate, top with the onion sauce, and sprinkle with fresh cilantro. Serve with rice or roasted vegetables.
