Thoroughly wash the blueberries, then gently crush them with a fork to release their juices.
Place the blueberries in a large jar and pour in the vodka. Add the vanilla extract, then seal the jar tightly.
Let the blueberry mixture sit in a dark, cool place for 2 weeks. Shake the jar daily to allow the flavors to meld.
In a saucepan, heat the water and stir in the sugar until completely dissolved. Let the syrup cool completely.
Strain the blueberry vodka through a fine-mesh sieve to remove the fruit solids.
Combine the strained vodka and the cooled sugar syrup. Mix well, then pour into sterilized bottles.
Allow the liqueur to rest for another week to allow the flavors to fully meld before serving.
