Wash the beef and pat it dry with paper towels. In a large bowl, combine the lime juice, orange juice, olive oil, minced garlic, chopped cilantro, ground cumin, salt, and pepper. Add the finely chopped chili pepper.
Place the beef in the marinade and turn to coat evenly. Let it marinate for at least 1 hour (or overnight in the refrigerator for best results).
Preheat the grill to medium-high heat. Place the marinated beef on the grill grates and cook for 4-5 minutes per side, until nicely charred and the internal temperature reaches your desired doneness. The beef should still be juicy inside.
Remove the beef from the grill and let it rest for 5 minutes to allow the juices to redistribute. Then, slice it thinly against the grain.
Warm the tortillas on the grill or in a dry skillet until slightly charred and pliable.
To serve, place the sliced beef in the warm tortillas and add fresh lettuce or other favorite toppings. Garnish with fresh cilantro and serve immediately.
