Season the beef with cumin, chili, garlic, salt, and pepper. Heat olive oil in a skillet over medium-high heat. Cook the beef until fully cooked and slightly browned. Set aside to rest, then chop into small pieces.
Spread the fries on a large baking sheet, sprinkle with grated cheddar cheese, and top with the cooked beef. Bake in a preheated oven at 350°F (180°C) until the cheese is melted and bubbly.
Remove from the oven and top with guacamole, sour cream, fresh salsa, chopped green onions, and cilantro.
Serve immediately while the cheese is melted and the toppings are fresh.
