Wash the cauliflower and chop it into smaller pieces. Pulse in a food processor until it resembles a crumbly texture.
Wrap the processed cauliflower in a clean kitchen towel and squeeze out any excess moisture until you have a relatively dry mass.
Combine the ground flaxseed and water in a small bowl. Let it sit for 5 minutes to create a flaxseed 'egg'.
In a large bowl, mix together the cauliflower, flaxseed 'egg', oat flour, garlic powder, oregano, and salt. Press the mixture into a pizza crust shape on a baking sheet lined with parchment paper.
Bake the crust in a preheated oven at 400°F (200°C) for 20 minutes. Flip the crust over and bake for another 10 minutes, or until golden brown.
Spread the tomato sauce over the crust, then sprinkle with vegan cheese and the chopped vegetables. Drizzle with a little olive oil.
Return the pizza to the oven and bake for another 10 minutes, or until the cheese is melted and the vegetables are slightly tender. Garnish with fresh basil before serving.
