In a small bowl, combine the instant coffee with the hot water and stir until the coffee is completely dissolved.
Pour the cold milk, the prepared coffee mixture, and the chocolate syrup into a blender.
Add the ice cubes to the blender and blend until you have a smooth and frothy drink.
Pour the frappe into a tall glass and carefully spoon whipped cream on top.
Garnish the frappe with grated chocolate, and serve immediately.
