In a bowl, whisk together the flour, cocoa powder, and powdered sugar.
Cut in the cold butter until the mixture resembles coarse crumbs. Add the vanilla sugar and egg yolks.
Knead the dough until it comes together smoothly. Wrap it in plastic wrap and refrigerate for 30 minutes.
Preheat oven to 350°F (180°C). Line a baking sheet with parchment paper.
On a lightly floured surface, roll out the dough to about 1/4 inch (0.5 cm) thickness. Cut out cookies using a round cookie cutter. For half of the cookies, cut out a smaller shape from the center.
Place the cookies on the prepared baking sheet and bake for 10-12 minutes. Let them cool completely on the baking sheet.
Spread apricot jam on the flat side of the whole cookies. Top with the cookies with the cut-out centers, creating a sandwich.
Dust with powdered sugar before serving.
