Preheat oven to 350°F (180°C) and line a muffin tin with paper liners.
In a bowl, whisk together the flour, cocoa powder, baking powder, and salt.
Melt the butter and whisk it together with the granulated sugar and vanilla sugar.
Add the eggs one at a time, whisking well after each addition.
Alternately add the dry ingredients and the milk to the wet ingredients, mixing until just combined.
Fold in the chocolate chips.
Fill the muffin liners about three-quarters full with the batter.
Bake for 20-25 minutes, or until golden brown and a toothpick inserted into the center comes out clean.
Let the muffins cool in the tin for a few minutes before transferring them to a wire rack to cool completely.
