Pour the vodka into a large, sealable jar and add the orange zest. Seal the jar and let it sit at room temperature for at least one week, shaking it once a day.
In a medium saucepan, combine the water and sugar. Bring to a boil, stirring until the sugar is completely dissolved. This will be the base for the syrup.
Add the cocoa powder and grated dark chocolate to the syrup. Stir until completely dissolved and smooth. Let it cool completely.
Strain the vodka mixture to remove the orange zest. Combine the infused vodka with the cooled chocolate syrup and vanilla extract.
Pour the liqueur into clean bottles and let it sit for at least 1 week to allow the flavors to meld. The longer it sits, the richer the flavor will become.
