Preheat the oven to 350°F (180°C) and prepare a muffin tin with paper liners.
In a large bowl, whisk together the flour, rolled oats, baking powder, cinnamon, and salt.
Peel and grate the apples, then set aside.
In another bowl, whisk together the eggs, granulated sugar, brown sugar, vanilla sugar, oil, and milk.
Stir the grated apples into the wet ingredients.
Pour the wet ingredients into the dry ingredients and gently mix until just combined. Do not overmix.
Evenly divide the muffin batter into the muffin liners, filling them about three-quarters full.
Place the muffin tin in the preheated oven and bake for about 20-25 minutes, or until golden brown.
Test for doneness by inserting a toothpick into the center of a muffin. If it comes out clean, they are ready.
Let the muffins cool in the tin for a few minutes, then transfer them to a wire rack to cool completely before serving.
