In a saucepan, bring the water to a boil. Add the cinnamon stick, cloves, cardamom pods, and grated ginger. Simmer for 2-3 minutes to allow the flavors to infuse.
Add the black tea and simmer on low heat for another 2-3 minutes.
Pour in the milk and bring the mixture to a simmer. Add sugar or honey to taste and stir well.
Strain the chai into a cup and serve immediately. Garnish with a cinnamon stick or a pinch of ground cinnamon on top, if desired.
