Thoroughly wash the cranberries, then lightly crush them with a fork or in a mortar to release their aromas.
In a medium saucepan, bring the water and brown sugar to a boil, stirring until completely dissolved. Allow to cool until lukewarm.
Place the crushed cranberries in a large, airtight jar, then add the cloves, cinnamon stick, and orange zest.
Pour the cooled sugar syrup over the cranberries, then add the vodka and vanilla extract.
Seal the jar and shake well to combine the ingredients.
Store in a cool, dark place for at least 2 weeks, shaking occasionally to allow the flavors to meld.
Strain the liqueur through a fine-mesh sieve or cheesecloth into sterilized bottles.
Serve chilled, over ice, or in cocktails, and enjoy the intense, spiced cranberry flavor!
