Preheat your oven to 350°F (180°C) and grease a cake pan.
In a large bowl, whisk together the flour, baking powder, and cinnamon.
In another bowl, cream together the butter and sugar until light and fluffy. Add the eggs one at a time, mixing well after each addition.
Stir in the orange zest, lemon zest, and mixed dried fruits into the butter mixture.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Pour the batter into the prepared pan and smooth the top.
Bake for 50-60 minutes, or until a wooden skewer inserted into the center comes out clean.
Let cool completely in the pan before dusting with powdered sugar.
