Sauté the garlic until fragrant, being careful not to burn it.
Add the soy sauce, rice vinegar, water, brown sugar, bay leaves, and whole black peppercorns. Stir well to combine.
Bring the sauce to a simmer, then reduce the heat and let it simmer gently for 20 minutes, allowing the flavors to meld.
Remove the bay leaves and taste the sauce. Adjust the seasoning with salt or sugar as needed.
