Rinse the rice thoroughly in cold water several times, then drain well.
Peel and thinly slice or mince the garlic.
In a large saucepan or skillet, melt the butter or heat the olive oil over medium heat.
Add the garlic and sauté over low heat until golden brown. Be careful not to burn it, as it can become bitter.
Add the rice and stir to coat each grain with the flavored fat.
Pour in the water or broth, then add salt and pepper.
Bring to a boil, then reduce the heat to low, cover, and simmer for 15 minutes, or until the rice has absorbed all the liquid.
Turn off the heat and let the rice rest, covered, for another 5 minutes.
Fluff the rice with a fork, then sprinkle with fresh chopped parsley or cilantro, if desired.
Serve warm as a side dish with meats, vegetables, or saucy dishes.
