In a saucepan, heat the honey and butter until the butter is completely melted. Let it cool to room temperature.
In a large bowl, combine the flour, sugar, baking powder, cinnamon, ginger, cloves, and a pinch of salt.
Add the eggs and the cooled honey-butter mixture. Knead until a smooth dough forms.
Wrap the dough in plastic wrap and refrigerate for at least 1 hour.
Preheat oven to 350°F (180°C) and line a baking sheet with parchment paper.
On a lightly floured surface, roll out the dough to a thickness of 3-4 mm. Use cookie cutters to cut out various shapes.
Place the cookies on the baking sheet and bake for 8-10 minutes, or until lightly golden brown.
Let them cool completely, then decorate as desired with royal icing or colorful sprinkles.
