Bring the water to a boil, then add the dried hibiscus flowers. Let it steep for 10 minutes to allow the flowers to release their aroma and color.
Strain the hibiscus water through a fine-mesh sieve to remove the flowers.
In a large pitcher, combine the lemon juice and sugar. Stir until the sugar is completely dissolved.
Pour in the hibiscus water and mix thoroughly. Adjust the flavors to your liking by adding more sugar or lemon juice.
Place ice cubes in glasses and pour the hibiscus lemonade over them.
Garnish the glasses with lemon slices and fresh mint leaves. Serve immediately.
