Preheat oven to 350°F (180°C). Grease and flour a 9-inch (22 cm) cake pan and line the bottom with parchment paper.
In a large bowl, whisk together the flour, cocoa powder, baking powder, and salt.
Melt the dark chocolate and butter in a heatproof bowl set over a pan of simmering water (double boiler). Let cool for a few minutes.
In another bowl, beat the eggs and sugar until light and fluffy. Add the vanilla extract and milk.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Stir in the melted chocolate and butter mixture until smooth.
Pour the batter into the prepared cake pan and bake for 35-40 minutes, or until a toothpick inserted into the center comes out clean.
Let the cake cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.
Before serving, decorate with melted chocolate, fresh fruit, or whipped cream.
