Place the cinnamon sticks, cloves, star anise, grated ginger, and orange peel in a large jar.
Pour in the vodka, then seal the jar. Let it sit for 10 days in a dark, cool place. Shake the jar daily to help the flavors infuse.
In a saucepan, heat the water and stir in the honey until completely dissolved. Let the honey syrup cool completely.
Strain the spiced vodka through a fine-mesh sieve to remove the spices and ginger pieces.
Combine the strained vodka and the cooled honey syrup. Mix well, then pour into sterilized bottles.
Let the homemade liqueur rest for at least 2 weeks to allow the flavors to meld. Enjoy as desired.
