Thoroughly rinse the elderflower heads to remove any dust or tiny insects. Allow them to dry completely.
In a large, sterilized jar, place the elderflower heads and grate in the lemon zest. This will add a fresh citrusy note to the liqueur.
Add the honey to the jar, then pour in the vodka and lemon juice. Gently stir until the honey is completely dissolved.
Seal the jar tightly and store it in a dark, cool place. Let it infuse for 2-3 weeks, shaking the jar gently once a day to allow the flavors to meld.
At the end of the infusion period, strain the liqueur through a clean filter or cheesecloth to remove the elderflowers and any sediment.
Pour the strained liqueur into sterilized bottles and seal tightly. Store in the refrigerator for up to 6 months.
