In a large bowl, combine the flour, baking powder, cinnamon, and lemon zest.
Add the sugar, honey, butter, and egg yolks. Knead the ingredients together until you have a smooth dough.
Wrap the dough in plastic wrap and refrigerate for 30 minutes to make it easier to handle.
Preheat your oven to 350°F (180°C) and line a baking sheet with parchment paper.
On a lightly floured surface, roll out the dough to about 3 mm thick. Cut out circles or other shapes, and cut out the center of half of them.
Place the shapes on the baking sheet and bake for 8-10 minutes, or until golden brown.
Let the linzer cookies cool completely. Spread a little jam on the flat pieces, then top with the cut-out pieces.
Before serving, dust with powdered sugar and let them rest overnight to allow the flavors to meld.
