In a medium bowl, whisk together the balsamic vinegar, honey, and Dijon mustard. Add the minced garlic and mix until smooth.

Add a little water to reach the desired consistency, then season with salt and freshly ground black pepper.
Mix thoroughly and let it stand for 10 minutes to allow the flavors to meld.
