In a large bowl, whisk together the flour, powdered sugar, vanilla sugar, baking powder, and salt.
Add the cold butter and quickly cut it into the flour mixture using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
Add the egg yolks and honey, then knead the dough until it forms a smooth, homogenous ball.
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes to rest.
Preheat the oven to 350°F (180°C). Roll out the dough to about 3 mm thick and cut out circles using a cookie cutter.
Place the linzer cookies on a baking sheet lined with parchment paper and bake for 10-12 minutes, or until lightly golden brown.
Once the linzer cookies have cooled, spread jam on half of them and top with another linzer cookie.
Dust the tops with powdered sugar and let them sit for a few hours to allow the flavors to meld.
