In a large bowl, combine the ground walnuts and honey, mixing until you have a smooth, even mixture.
Slowly add the heavy cream and vanilla extract, stirring continuously until a creamy texture is achieved. Add powdered sugar to taste, if desired.
Spoon the finished cream into small bowls and chill for at least 1 hour to allow the flavors to meld.
Before serving, garnish with whole walnuts and drizzle with a little extra honey, if desired.
