In a bowl, combine the all-purpose flour, rice flour, and water. Let it rest for 15-20 minutes.
Heat a large crepe pan or skillet over medium heat and lightly grease with oil.
Pour a ladleful of batter onto the pan and quickly spread it into a thin circle.
Crack an egg onto the crepe and spread it evenly over the surface using a spatula.
Sprinkle with chopped scallions, cilantro, and sesame seeds.
When the bottom of the crepe is golden brown, flip it over and cook for another minute.
Flip it back over and spread with hoisin sauce and chili sauce.
Place the crispy wonton wrappers or fried dough on top, then fold in half or roll up.
Remove from the pan and serve immediately while crispy.
