Place the dried lavender flowers in a large jar and pour in the vodka. Add the vanilla extract, then seal the jar tightly.
Let the lavender mixture steep in a cool, dark place for 7-10 days. Shake the jar daily to help release the flavors.
In a saucepan, heat the water and stir in the sugar until completely dissolved. Let the syrup cool completely.
Strain the lavender-infused vodka through a fine-mesh sieve or cheesecloth to remove the lavender flowers.
Combine the strained vodka and the cooled sugar syrup. Mix well, then pour into sterilized bottles.
Let the lavender liqueur rest for at least a week to allow the flavors to meld, then enjoy as desired.
