Cut the cauliflower into florets and boil in lightly salted water for 5-7 minutes, until tender-crisp. Drain and set aside.
Cook the rice in lightly salted water until tender. Drain and set aside.
Heat the olive oil in a skillet over medium heat. Sauté the finely chopped onion and minced garlic until softened.
Add the ground meat, salt, pepper, and Hungarian sweet paprika. Cook until the meat is browned.
Grease a baking dish with olive oil. Layer the cauliflower, cooked rice, and ground meat. Repeat the layering until all ingredients are used.
Spread the sour cream evenly over the top, then sprinkle with grated cheese.
Bake in a preheated oven at 350°F (180°C) for 25-30 minutes, or until the cheese is golden brown and bubbly.
Let it cool slightly before slicing and serving.
