In a large bowl, whisk together the flour and salt, then add the eggs.
Gradually pour in the milk and sparkling water, whisking continuously until you have a smooth batter.
Let the batter rest for 15-20 minutes to allow the ingredients to fully incorporate.
Lightly grease a skillet with oil and heat over medium heat.
Pour a ladleful of batter into the skillet and spread it evenly. Cook for 2-3 minutes, until the edges start to pull away from the pan, then flip and cook for another 1-2 minutes.
Repeat the process with the remaining batter, re-oiling the skillet occasionally.
For the meat filling, sauté the finely chopped onion in a little oil until translucent, then add the minced garlic.
Add the ground meat and cook until browned, then sprinkle with Hungarian Sweet Paprika and season with salt and pepper.
Stir in the tomato paste and cook, covered, for 20 minutes, or until the meat is cooked through.
In a greased baking dish, layer the crepes and the meat filling, spreading a little sour cream on each layer.
Sprinkle the grated cheese on top and bake at 350°F (180°C) for 15 minutes, or until the cheese is golden brown.
Serve hot, garnished with fresh parsley.
