Cook the rice in lightly salted water, then drain and set aside.
Finely chop the onion and garlic. Dice the bell pepper and tomatoes.
Heat the oil in a skillet over medium heat. Sauté the onion and garlic until softened.
Add the ground meat, season with salt and pepper, and cook for 8-10 minutes, or until browned.
Sprinkle with Hungarian Sweet Paprika and oregano (if using). Add the bell pepper and tomatoes and simmer for another 5 minutes.
Grease a baking dish with oil. Spread a layer of cooked rice on the bottom.
Spread the ground meat mixture evenly over the rice. Cover with another layer of rice.
Spread the sour cream over the top layer of rice and sprinkle with grated cheese.
Bake in a preheated oven at 350°F (180°C) for about 20-25 minutes, or until the top is golden brown.
Let it cool for a few minutes before serving. Slice and serve, garnished with fresh parsley.
