Preheat your oven to 350°F (180°C). Grease and flour a rectangular cake pan.
In a large bowl, whisk together the flour and baking powder.
In another bowl, cream together the butter and granulated sugar until light and fluffy. Add the eggs one at a time, mixing well after each addition.
Stir in the vanilla extract and milk. Gradually add the dry ingredients to the wet ingredients, mixing until just combined and you have a smooth batter.
Pour the batter into the prepared pan and bake for 30-35 minutes, or until a wooden skewer inserted into the center comes out clean. Let cool completely in the pan before frosting.
For the frosting, whip the heavy cream and powdered sugar together until stiff peaks form.
Cut the cooled cake into a rectangular shape and frost the top and sides with the whipped cream frosting.
Cover the cake with fondant, using colors that match LEGO bricks (e.g., red, blue, yellow, green).
Make LEGO bricks of various sizes from fondant. Shape the small studs on top of the bricks and attach them with edible glue.
Decorate the cake with the fondant LEGO bricks, arranging them in creative patterns or as building blocks on top of the cake.
Refrigerate the cake for at least an hour to allow the decorations to set, then slice and serve.
