Preheat your oven to 350°F (180°C) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, powdered sugar, and baking powder. Add the lemon zest to infuse the dry ingredients with flavor.
Cut in the cold butter into the dry ingredients using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
Add the egg yolk, honey, and lemon juice. Quickly bring the dough together until just combined, being careful not to overmix.
Roll out the dough to a thickness of about 5 mm (approximately 1/4 inch). Use linzer cookie cutters to cut out desired shapes.
Place the cookies on the prepared baking sheet and bake for 10-12 minutes, or until lightly golden brown.
Let the cookies cool completely. Spread lemon glaze on the flat side of half of the cookies and top with the remaining cookies to create sandwiches.
Allow the linzer cookies to rest for a few hours before serving, to allow the flavors to meld.
