Preheat your oven to 350°F (180°C). Finely chop the onion and crush the garlic.
Heat the olive oil in a skillet over medium heat. Sauté the onion and garlic until softened. Add the ground meat and cook, breaking it up with a spoon, until browned.
Pour in the tomato sauce, season with salt and pepper. Reduce the heat to low and simmer for 10-15 minutes, allowing the flavors to meld.
Fill the cannelloni tubes with the meat mixture. Use a spoon or a piping bag for easier filling.
Arrange the filled cannelloni in a lightly greased baking dish. Pour the remaining tomato sauce over the cannelloni, then drizzle with heavy cream. Sprinkle generously with grated mozzarella and Parmesan cheese.
Cover the baking dish with aluminum foil and bake for 25-30 minutes. Remove the foil for the last 10 minutes to allow the cheese to melt and turn golden brown.
Garnish with fresh basil before serving. Serve with a side salad.
