In a large bowl, combine the rice flour, sugar, yeast, and salt.
Slowly add the coconut milk and water, mixing until smooth and you have a thick, yet pourable batter.
Cover the bowl with a clean kitchen towel and let the batter rest for 1 hour to rise.
In a large skillet or deep pot, heat the oil over medium-high heat to approximately 340°F (170°C).
Using a spoon, drop spoonfuls of batter into the hot oil and fry for 2-3 minutes, until the bottom is golden brown.
Flip them over with a fork or chopsticks and fry for another 2-3 minutes, until they are cooked through.
Remove the Menakely pieces and place them on a paper towel-lined plate to drain any excess oil.
Serve warm, sprinkled with powdered sugar, honey, or shredded coconut.
