In a bowl, whisk together the flour, cocoa powder, baking powder, and granulated sugar.
Add the eggs, oil, and milk, then mix until you have a smooth batter.
Pour the batter into a greased and floured cake pan and bake in a preheated oven at 350°F (180°C) for 25-30 minutes. Check for doneness with a toothpick.
While the cake is cooling, prepare the cream: mix the mascarpone cheese with the Nutella and powdered sugar until smooth and creamy.
Whip the heavy cream to stiff peaks, and gently fold it into the Nutella mascarpone cream.
Once the cake has cooled completely, slice it in half horizontally and fill with the Nutella cream. Frost the top and sides of the cake with the remaining cream.
Decorate the cake with a Nutella drizzle, whipped cream rosettes, or chocolate shavings.
Refrigerate the cake for at least 2 hours to allow the flavors to meld and the cream to set.
