Preheat oven to 350°F (180°C) and prepare a muffin tin with paper liners.
In a large bowl, whisk together the flour, rolled oats, baking powder, and salt.
In another bowl, whisk the eggs with the granulated sugar, brown sugar, and vanilla sugar until light and fluffy.
Add the milk and vegetable oil to the egg mixture, and mix well.
Pour the wet ingredients into the dry ingredients, and gently stir until just combined. Do not overmix.
Gently fold in the chopped dark chocolate or chocolate chips.
Evenly distribute the muffin batter into the prepared muffin liners, filling them about three-quarters full.
Place the muffin tin in the preheated oven and bake for approximately 20-25 minutes, or until golden brown.
Check for doneness by inserting a toothpick into the center of a muffin. If it comes out clean, they are ready.
Let the muffins cool in the tin for a few minutes, then transfer them to a wire rack to cool completely before serving.
