Soak the gelatin sheets in cold water until softened. Prepare the remaining ingredients while the gelatin is soaking.
In a medium saucepan, combine the heavy cream, milk, vanilla extract, and sugar. Heat slowly over medium heat, stirring constantly, until the sugar is completely dissolved. Do not boil.
Remove the saucepan from the heat and stir in the softened gelatin sheets until they are completely dissolved in the warm mixture. Let it cool slightly.
Prepare glasses or serving dishes and crumble the oatmeal cookies into the bottom of each. Avoid pressing them down too firmly to allow the panna cotta to seep in.
Carefully pour the gelatinous cream mixture into the glasses over the oatmeal cookies, being careful not to disturb the cookie layer.
Refrigerate the glasses for at least 4 hours, or until the panna cotta is completely set.
