Preheat your oven to 350°F (180°C). Line a baking pan with parchment paper.
Melt the dark chocolate and butter in a heatproof bowl set over a pan of simmering water (or in the microwave in 30-second intervals). Let it cool slightly.
In a separate bowl, whisk together the eggs and sugar until light and fluffy. Add the grated orange zest and orange juice.
Sift together the flour and baking powder, then gently fold it into the egg mixture.
Stir the chocolate-butter mixture into the batter until just combined. Be careful not to overmix.
Pour the batter into the prepared baking pan and spread evenly.
Bake for 20-25 minutes, or until the top is slightly cracked and a toothpick inserted into the center comes out with moist crumbs.
Let the brownies cool completely in the pan before dusting with powdered sugar and serving.
