Thoroughly wash the oranges, then carefully zest them, ensuring you only use the orange part of the peel and avoid the white pith.
Place the orange zest in a large jar and pour in the vodka. Cover the jar and let it steep in a cool, dark place for 7 days, shaking the jar once a day to help release the flavors.
In a saucepan, heat the water and stir in the sugar until completely dissolved. Let the syrup cool completely.
Strain the orange-infused vodka through a fine-mesh sieve to remove the zest.
Combine the strained vodka and the cooled sugar syrup. Mix well, then pour into sterilized bottles.
Let the liqueur rest for at least 2 weeks to allow the flavors to meld. Serve and enjoy!
