Pour the wet ingredients into the dry ingredients and mix until a smooth batter forms.
Add the cooked pancit noodles, shredded cabbage, grated carrot, chopped scallions, and grated garlic to the batter. Mix well to combine.
Heat a skillet over medium heat and grease it lightly with oil.
Ladle a portion of the batter into the skillet, shaping it into a pancake.
Cook for 2-3 minutes, until the bottom is golden brown, then flip and cook for another 1-2 minutes.
Repeat the process with the remaining batter until all the pancakes are cooked.
Serve warm with soy sauce or chili sauce.
