In a large mixing bowl, sift together the flour and salt.
Crack in the eggs and begin to whisk them in.
Gradually pour in the milk and water, whisking constantly to create a smooth, thin batter without any lumps.
Add a little oil to the batter and mix well. Let it rest for 15 minutes.
Heat a non-stick skillet over medium heat and lightly grease it with oil.
Pour a small amount of batter onto the skillet and swirl it around to spread it evenly.
Cook the panqueca for about 1 minute, until the edges are lightly golden brown. Then, flip it with a spatula and cook for another 30 seconds.
Repeat the cooking process with the remaining batter, greasing the skillet as needed.
Serve the panqueca with sweet or savory fillings such as ground meat, cream cheese, or chocolate.
