Sauté the finely chopped onion in oil until softened. Add the crushed garlic and Hungarian sweet paprika.
Pour in the water, add the green peas, and cook over medium heat until the peas are tender.
Whisk the flour into the milk until smooth, then add it to the stew, stirring constantly until thickened.
Stir in the sour cream and cook for another 5 minutes.
Season with salt and pepper to taste. Garnish with fresh parsley before serving.
