Slice the bell pepper and onion into thin strips. Sauté them in olive oil in a skillet until softened.
Add the thinly sliced beef to the skillet and cook over medium heat until fully cooked through.
Remove the beef and vegetables from the heat and keep warm.
In a large bowl, whisk together the flour, baking powder, salt, and black pepper.
In another bowl, whisk the eggs, then add the milk and melted butter. Mix well.
Pour the wet ingredients into the dry ingredients and stir until you have a smooth batter.
Preheat your waffle iron and grease it lightly with butter or oil to prevent sticking.
Pour a portion of batter onto the preheated waffle iron and cook for 3-4 minutes, or until golden brown.
Let the cooked waffles cool for a few minutes, then top with the cooked beef and sautéed vegetables.
Place the provolone cheese on top and, if desired, broil for a few minutes until the cheese is melted and bubbly.
Serve immediately, optionally sprinkled with a little extra black pepper and fresh parsley.
