Prepare the dough: combine the flour, water, yeast, and salt. Knead until you have a smooth dough, then let it rise for 1 hour in a warm place.
Make the topping: sauté the ground meat in olive oil. Add the finely chopped tomatoes, bell pepper, onion, and garlic, then season with paprika, cumin, and black pepper.
Preheat the oven to 430°F (220°C) and prepare a baking sheet.
Roll out the dough into an oval shape. Spread the meat and vegetable mixture on top, then fold up the edges to form a boat shape.
Bake the pide for 12-15 minutes, or until the crust is golden brown and the filling is cooked through.
After baking, sprinkle with fresh parsley and drizzle with olive oil. Serve warm.
