Prepare the ingredients: measure out the flour, yeast, and salt. Dissolve the yeast in lukewarm water and let it rest for 5 minutes to activate.
In a large bowl, combine the flour and salt. Add the olive oil and the activated yeast mixture. Start bringing the dough together, then knead until smooth and elastic.
Cover the dough with a clean kitchen towel and let it rise in a warm place for at least an hour, or until doubled in size.
Preheat the oven to 430°F (220°C). While the oven is heating, roll out the dough on a lightly floured surface to about 1/4 inch (0.5 cm) thickness.
Prepare the topping: finely chop the garlic and basil. Mix the tomato sauce with the oregano, garlic, and a drizzle of olive oil.
Spread the tomato sauce mixture evenly over the pizza dough. Crumble the goat cheese and mozzarella over the sauce, distributing it evenly.
Place the pizza on a baking sheet lined with parchment paper and bake for 12-15 minutes, or until the edges are golden brown and the cheese is melted and bubbly.
Remove from the oven, sprinkle with fresh basil and freshly ground black pepper. Slice and serve hot.
