In a large bowl, combine the flour, salt, and dry yeast. Add the warm water and olive oil, and knead until you have a smooth, elastic dough. Cover and let rise for 1 hour.
While the dough is rising, prepare the topping. Heat some oil in a skillet, then sauté the finely chopped onion and garlic. Add the ground meat (beef or lamb) and cook until browned.
Add the tomato sauce, chopped bell pepper, and ras el hanout spice blend to the meat. Simmer over medium heat for 10 minutes to allow the flavors to meld.
Roll out the risen dough on a lightly floured surface and transfer it to a baking sheet lined with parchment paper.
Spread a layer of tomato sauce over the dough, then evenly distribute the spiced meat mixture.
Sprinkle with grated mozzarella cheese, then bake in a preheated oven at 430°F (220°C) for 12-15 minutes, or until the cheese is melted and the crust is golden brown.
Slice and serve immediately. Enjoy!
