Prepare the pizza dough: mix together the flour, water, yeast, and salt. Knead until you have a smooth dough, then let it rise for 1 hour in a warm place.
While the dough is rising, brown the ground meat in olive oil and season with cumin, cinnamon, coriander, and turmeric. Finely chop the onion and add it to the meat mixture.
Preheat the oven to 430°F (220°C) and prepare a baking sheet or pizza stone.
Roll out the dough thinly and place it on the baking sheet. Spread with tomato sauce, sprinkle with mozzarella, and top with the spiced ground meat and onion mixture.
Bake the pizza for 12-15 minutes, or until the crust is golden brown and the cheese is melted and bubbly.
After baking, sprinkle with fresh cilantro and drizzle with olive oil.
