In a large bowl, combine the flour, salt, and dry yeast. Add warm water and olive oil, then knead until you get a pliable dough. Cover and let rise for 1 hour.
While the dough is rising, prepare the topping. Heat oil in a skillet, then sauté the finely chopped red onion and garlic. Add the ground meat and brown it.
Add the berbere spice blend, tomato sauce, and sliced chili pepper to the meat. Cook over medium heat for 10 minutes to allow the flavors to meld.
Roll out the risen dough on a floured surface, then place it on a baking sheet lined with parchment paper.
Spread a layer of tomato sauce on the dough, then evenly distribute the spiced meat mixture.
Sprinkle with grated mozzarella, then bake in a preheated oven at 430°F (220°C) for 12-15 minutes, or until the cheese is melted and the crust is golden brown.
Before serving, sprinkle with fresh cilantro, then slice and serve immediately. Enjoy!
